New Delhi must checkmate this evil. It must implement all its agreements with Dacca to curb cross-border terrorism. Dacca could also make the best use of the appreciation the international community has of late made of its contribution to the war on terror. In its ‘Country Reports on Terrorism 2014,’ the US Department of State says Dacca has demonstrated a “commitment to counter both domestic and transnational terrorist groups.” It has signed memoranda of understanding with a number of countries to share evidence regarding criminal investigations, including into terrorist financing.
The report pats Dacca, saying it “ is not part of the Global Coalition to Counter IS. Yet it has been “taking steps to address the threat.” The Bangladesh’s criminal justice system is in the process of fully implementing the Antiterrorism Act of 2009 ( amended in 2012 and 2013). Dacca has “used strategic communication to counter violent extremism, especially among youth.” Bangladesh’s ATA provides several mechanisms to implement U.N. Security Council Resolution (UNSCR) 2178, which requires nations to address the foreign terrorist fighter threat.
It seems Washington and allies today realize there are deep ideological and other linkages between Islamist forces in Bangladesh and those elsewhere in the world. They realize Prime Minister Hasina is fighting not only Bangladesh’s war on terror but also the entire civilized, democratic world’s.
