As if the enemy and the cloud of war have no say in the matter, declaring no American boots on the ground is perhaps the most bizarre plan a leader has had since Don Quixote tried convincing Sancho Panza to join him attacking windmills he saw as giants:

What giants? “asked Sancho Panza of his master. “It is easy to see,” replied Don Quixote, “that thou art not used to this business of adventures; those are giants; and if thou art afraid, away with thee out of this and betake thyself to prayer while I engage them in fierce and unequal combat.”
Unfortunately, as he attempts to rally the free world against a real enemy, President Obama today is seen by potential coalition partners not as a leader, but thru the eyes of the quizzical Sancho Panza.
