Since the rov that says that the parah adumah was not a treifah was already relied upon for other matters, a status of certainty should be assumed. Thus this case cannot serve as a source that a rov is stronger than a chazakah, for in this scenario the rov is not an ordinary rov. It is an already relied upon rov that assumes a status of certainty. Perhaps a general rov would not trump a chazakah.
