This skit (in Hebrew) appeared on Israeli TV some 25 years ago.

The young recruit is trying to understand the rules of engagement, and when is he allowed to actually shoot a terrorist.

His commander is trying to explain to him when he can’t shoot.

Nothing’s changed. How sad.
