Speaking at a conference on democracy in Beirut, UN Secretary General Ban Ki-moon stated his position on the Israeli-Arab conflict, placing the blame squarely on Israel.

“Settlements, new and old, are illegal and work against the emergence of a viable Palestinian state,” Ban stated.

He added: “The Israeli occupation of Arab and Palestinian territories” and “violence against civilians” must cease.
