On November 6, 2015, Shmuel Raisman of Tel Zion was stabbed in the back, next to the Rami Levy supermarket in the Sha’ar Binyamin industrial park. He survived the attack.
His attacker, Baraa Issi, a member of PA President Mahmoud Abbas’s Fatah faction turned himself over to the Palestinan Authority, where the PA kept him under their protective custody for two years. He never stood trial.
After the PA let him go home last week, the Shin Bet, Israel’s security agency, arrested him in his town of Anata, next to Pisgat Ze’ev.
His accomplice, Amro Abu Halil, was arrested in May 2017.
