Rubio and Cotton tried to force a quick vote on their amendments, which critics described as “poison pills” because of their potential to derail the carefully crafted bipartisan bill. In the end McConnell cut short debate, and Cotton cast the only “no” vote for the Corker-Cardin legislation.
