IDF Major General Ori Gordin, the commander of the Northern Command, on Tuesday, stated in conversation with Upper Galilea residents that the initial phase of the ceasefire agreement with Lebanon and Hezbollah will not be fulfilled at all. Gordin was recorded by News12.

Gordin highlighted the significant challenge of preventing Hezbollah members from returning to the villages of southern Lebanon and the complexities surrounding the reconstruction of destroyed homes within the context of the territorial reality of the sovereign state of Lebanon.

Gordin described a problematic picture in which the Lebanese army is not meeting the goals set in the ceasefire agreement, and noted that although there is improvement in the conduct of the Lebanese army, there is still cooperation between them and Hezbollah.

The commander of the Northern Command estimated that the initial phase of the ceasefire agreement would not be fulfilled at all. “There is a question about whether the Lebanese army will meet this in 60 days and I think the chances are not high,” he said, stressing, “But this is the agreement, we will insist that we will not retreat before the conditions are met on the other side. This should happen simultaneously.”

In this scenario, the residents of northern Israel, most of whom have been evacuated from the frontline, must process vast amounts of information and make critical decisions about their immediate future. Despite improvements in the security situation, stability remains fragile, and meaningful economic and social reconstruction has yet to begin. The residents face an uncertain reality filled with challenges, requiring them to remain vigilant and cautious as they navigate their path forward.

The 2024 Israel-Lebanon Agreement is a ceasefire deal aimed at halting hostilities on the northern front of the Iron Swords War, which began on October 8, 2023. Approved by Israel’s Political-Security Cabinet on November 26, 2024, the agreement came into effect on November 27 at 4:00 AM.

The ceasefire agreement includes the following clauses:

1. Ceasefire Commitment: Hezbollah and any other armed groups in Lebanon will refrain from carrying out offensive actions against Israel.
2. Israeli Commitment: Israel will not conduct offensive operations against targets in Lebanon—on land, in the air, or at sea.
3. UN Resolution 1701: Both Israel and Lebanon recognize the importance of UN Security Council Resolution 1701, most notably moving Hezbollah north of the Litani River, 28 kilometers from the Israeli border.
4. Authorized Armed Forces: The Lebanese Army and Lebanese Security Forces will be the sole authorized armed groups operating in southern Lebanon.
5. Weapons Control: The sale, supply, and production of weapons in Lebanon will be monitored and controlled by the Government of Lebanon.
6. Dismantling Unauthorized Facilities: All unauthorized facilities involved in weapons production and related accessories will be dismantled across Lebanon.
7. Military Infrastructure: Military infrastructure and positions in southern Lebanon will be dismantled. Unauthorized weapons violating these terms will be confiscated.
8. Monitoring Committee: A committee, acceptable to both Israel and Lebanon, will be established to monitor and support the agreement’s implementation. The United States, the United Kingdom, France, and Germany will participate in this process.
9. Reporting Violations: Israel and Lebanon will report any potential violations to the monitoring committee and UNIFIL.
10. Border Security: Lebanese military forces will be deployed along all national borders and crossing points.
11. Israeli Withdrawal: Israel will withdraw its forces in a phased manner back into Israeli territory within 60 days of the agreement’s enforcement.
12. Hezbollah Withdrawal: During this period, Hezbollah operatives will withdraw north of the Litani River. Only the Lebanese Army and UNIFIL forces will be permitted to remain in this area.
13. No Buffer Zone: No buffer zone will be established between southern Lebanese villages and Israeli settlements along the confrontation line.
14. Border Negotiations: The United States will facilitate indirect negotiations between Israel and Lebanon to establish a mutually recognized land border, addressing areas of dispute where Lebanon seeks amendments in its favor.
