"What Israel has done is take the effort to minimize civilian casualties as no other army has done," said Prime Minister Benjamin Netanyahu.
The NGOs have been helping Hamas claim that their dead terrorists were innocent civilians, or that civilians killed by Hamas were killed by Israel.
The terrorists are getting restless north of the border.
