Legislation to be advanced “as soon as possible” to make it easier for patients to get access to medical marijuana and easier for growers to obtain licenses.

The bill was approved by a vote of 41-1, with one abstention.
The proposal reduces penalties for illegal marijuana use from possible imprisonment to only civil fines.
