U.S. State Department officials expressed those concerns privately, asking the Treasury Department to exempt them from laws barring the United States from sending funds into areas run by "Palestinian" terror groups.
The 2018 bi-partisan US Taylor Force Act (TFA) conditions much of the US aid to the Palestinian Authority on the latter abolishing its Pay-for-Slay terror reward policy.

The U.S. government is in violation of the 2018 Taylor Force Act, the plaintiffs contend.
As a workaround, the terrorists will be required to come into an office to receive their "pay to slay" funds. A new bank is also being set up to sidestep the anti-terror restrictions.
“Sympathizers in the Democratic Party are trying to convince the Palestinians to make changes in the law so salaries will be based on economic conditions and not just on terrorism,” said Yossi Kuperwasser, a senior intelligence and security expert at the Jerusalem Center for Public Affairs.
“Basically, if you agree with the sentiment behind the Taylor Force Act, you don’t restore funding to the Palestinians,” said Rep. Doug Lamborn (R-Colo.)
“The catch with aid to the Palestinian people is to ensure that it doesn’t further strengthen the PA.”

The figure reflects the Palestinian Authority’s attempt to encourage and perpetuate terrorism, Defense Minister Liberman pointed out.
