Q & A: Arabs Circumcise At 13 (Part II)

Now in truth, we have no control over whether a gentile undergoes a circumcision – even if the circumcision violates the prohibition of chavalah. Furthermore, the circumcision is very possibly not an instance of chavalah due to its proven health benefits. The practical difference for us arises when a Jewish mohel or physician is asked to perform a circumcision on a gentile. If we view the entire procedure as beneficial from a health perspective, then the Jew may perform the circumcision as it is no different than any other surgical procedure, which a Jew can perform on any person.
