Rod Reuven Dovid Bryant and Jerry Gordon interviewed Gil Hoffman, pollical analyst and columnist of the Jerusalem Post to assess the political dynamics of the first historic Israeli do-over election on September 17th. On Saturday, July 20th, Israeli PM Netanyahu will become the Jewish nation’s longest serving Prime Minister. He failed to form a ruling coalition following the April 9th Knesset election when Avigdor Liberman’s Yisrael Beytenu, nationalist secular party, refused to join the proposed coalition over the inclusion of alleged extremist Orthodox religious parties Recent Ma’ariv polls show the Likud right wing coalition with 58 possible seats versus 54 for the Blue-White Center Left Alliance. Netanyahu during the remaining 63 days is faced with the daunting task of cobbling together a 61-seat majority. He has reached out to former Yisrael Beytenu party members. He has offered former Education Minister Naftali Bennett a possible UN Ambassadorship to replace Danny Danon, whose term is expiring. Ayelet Shaked, former Justice Minister and co-founder with Bennett of the New Right Party, that failed to reach the threshold of 3.25% in the April 9th election, is endeavoring to form a right-wing alliance with former Jewish Home party members. Some observers call her action a coup, against current party leader and Education Minister, Rabbi Rafi Peretz. Peretz became controversial espousing so-called ‘conversion’ therapy for gays in Israel. The New Right Party passed the threshold for possible inclusion in the Knesset election with 6 seats in the Ma’ariv poll. The Left is not without its problems. Former Labor PM and Netanyahu Defense Minister, Ehud Barak, in June announced a new party list, the Israel Democracy Party, which achieved 4 seats in the Ma’ariv poll. He is currently embroiled in a controversy over an investment partnership with financier Jeffrey Epstein in an Israeli emergency services communication company. Epstein is the subject of a US Federal Court sex-trafficking indictment. Barak is scrambling with his lawyers to unwind the partnership. Both Labor, now led by former 2006 Defense Minister Amir Peretz, and Meretz rejected an alliance with Barak’s Israel Democracy Party over the Epstein disclosure. Labor and Meretz have 5 seats each in the Ma’ariv poll. The United Arab Hadash-Taal-Raam-Balad party list with 10 seats in the Ma’ariv polls might block a possible majority government for Netanyahu. Netanyahu’s prospects are further complicated by a possible lower total vote turnout than the 68.5 percent who voted in the April 9th election as the Israeli polity is turned off by the political personalities. Netanyahu’s strength lies in his commanding presence in Diplomacy, Security and the Economy. He has kept Israel out of a war, despite the 140,000 rockets and missiles held by Iran’s proxy Hezbollah. He has ‘sway’ over Trump as evidenced by the recent Bahrain launch of the $50 Billion “peace through prosperity” economic proposals. Hoffman contends that is modeled on something that Bibi proposed in 2009. Bibi has picked up US Republican pollster and strategist John McLaughlin. Likud has criticized the Blue White Alliance for retention of Democrat, Joel Benenson as strategist for the Obama Presidential and Iran nuclear deal campaigns. The economy may not be as strong as it was prior to the April 9th election. That is reflected in curtailment of funding of popular educational programs. There is still the matter of the looming October hearing on outstanding corruption charges against Bibi, while new allegations of corruption have surfaced. Anything could happen in the upcoming September 17th do -over election. However, Hoffman noted there is no chance there could be a repeat of the upcoming election. Whatever the result is on September 17th could not block someone else forming a ruling coalition.

The April 9th election failed to result in Bibi forming a ruling coalition because he couldn’t get Avigdor Liberman of Yisrael Beiteinu to join or even Labor party leader Gabbay to join. Hoffman’s bottom line is that it will be hard for Netanyahu to reach the required 61 Knesset seats to form a ruling coalition. There is the reforming of the United Arab -Balad party list with currently 9 seats in the polls to foil a possible ruling coalition. No Arab joint party list would join a ruling coalition but might block a possible majority government for Netanyahu. It is complicated by a possible lower total vote turnout than the 68.5 percent who voted in the April 9th election as the Israeli polity is turned off by the political personalities. It could show fewer Israeli Jews voting, and more Arabs voting. There is the possible resurrection of the Labor Party given the recent election of Amir Peretz who led Labor in 2006 pulling votes from the less well off including from Likud. Then there are the 8 to 9 seats claimed by Avigdor Liberman’s Yisrael Beiteinu party. Netanyahu failed to form a coalition with Liberman in the April 9th election because of his objection to the inclusion of alleged extremist Heredi parties. Now, Liberman may be using his mandates to force a possible unity government ruling coalition with the Blue-White Alliance. There is the emergence of Former Labor PM and Netanyahu’s Defense Minister, Ehud Barak, who at age 77 has an “uncontrollable desire” to save the country from Bibi. Hoffman thinks that Barak’s objective is to strengthen the left bloc. Ayelet Shaked, the former Netanyahu Justice Minister, is most sought after by parties on the right and might be inclined to lead a broadened right-wing alliance. She might even save the political career of the former Netanyahu Education Minister Naftali Bennett, who founded the New Right party which never reached the threshold of 3.25% cast of total votes in the April 9th election to enter the Knesset. Shaked is also a possible contender if she returned to Likud, despite the objections of Netanyahu’s wife Sarah. Hoffman contends that it depends on whether a knockout of the indictment charges occurs at the October hearing to avoid possible prosecution in December. As far as the upcoming September 17th do -over election, anything at this juncture could happen. However, Hoffman noted there is no chance there could be a repeat of the April 9th do-over. Whatever the result is on September 17th could not block someone else forming a ruling coalition.

Rod Reuven Dovid Bryant and Jerry Gordon bring back Dan Diker to comment on the “Peace through Prosperity” proposals of the Trump Administration at the Bahrain conference and the simultaneous US, Russia and Israel Trilateral Security Summit in Jerusalem. Diker is the Director of the Program to Counter Political Warfare at the Jerusalem Center for Public Affairs (JCPA). He is a former Secretary General of the World Jewish Congress. He is the editor and co-author of Defeating Denormalization—Shared Palestinian and Israeli Perspectives on a New Path to Peace, (2018).
The bottom line is that the post Oslo meme of “peace runs through Jerusalem” is dead and buried. That the Palestinian revolutionary program of 1974 seeking the destruction of Israel has failed. That only a secure Israel can achieve peace for a sovereign Palestinian entity as demonstrated by the 20- year record of economic success of the 14 industrial zones in Area C under Israel security control and law. Diker’s team at the JCPA documented that track record in Defeating Denormalization, based on reports from both Israelis and Palestinians involved in those industrial zones established by Anatoly Sharansky. Diker briefed the Trump Middle East peace team on the JCPA report findings over a year ago. Nir Barkat, Former Jerusalem Mayor recently proposed adding another 12 industrial zones in Area C to “complement the Trump Economic Plan”. Further, Diker suggests that the Trump “peace through Prosperity Plan” could benefit from the Israeli model experience. The $50 billion Trump economic plan Diker considers “the opportunity of the Century” for the Middle East region. It would create an estimated 1 million jobs for Egyptians, Palestinians and Jordanians. The Plan offers a radical economic shift in the region according to Diker. Glenn Hubbard, Columbia University Graduate School of Business Dean and Bush Economic Adviser called it a Middle East Marshall Plan as it emphasizes private business and not charity access to create jobs. A major problem is the PA is a corrupt fascist kleptocracy. Diker noted two Palestinian business leaders from Hebron, who attended the Bahrain conference, were arrested by Palestinian security upon their return accused of sedition. They were only released through the intervention of US Special Envoy Jason Greenblatt. Diker suggests the Plan needs the “first world” experience and security of Israel to achieve its goals. That was reflected in comments of the Bahrain Foreign Minister and presence at the conference of 7 Arab countries and emirates, including Qatar. The only fly in the ointment is the infrastructure proposal building a corridor between Gaza and the West Bank. The experience post Oslo when Gazans travelled to work in the West Bank was outright rejection by West Bank clans and families. There are no natural links between the two groups. Illustrative of that was the Israel withdrawal from Gaza in 2005 that saw an internecine war in Gaza and increased terrorism. Diker considers the corridor proposal a dead letter. The simultaneous US, Israel, Russia trilateral summit in Jerusalem was linked to the Bahrain conference. It was used as an occasion by Israeli PM Netanyahu to demonstrate that secure and defensible borders is paramount for Israel. A helicopter ride with US National Security Adviser Bolton demonstrated the insecurity of the narrow nine-mile waist of Israel and the necessity of strategic control of the Judean Samarian hills as a barrier against incursions by terrorists and Iranian proxies.
He views Trump’s approach to North Korea’s Kim as reflective of a Machiavellian strategy that Arab leaders see directed at Iran: carry out a ‘full court press’ while keeping the door open for discussions.

Most are 'talking shops' without the means to change anything, except to make us aware of the problems surrounding those subjects which of course is helpful.
But: There is also Shurat Hadin, The Law Centre and its annual conference with a big difference.
One took place last week where that important organisation could point to a string of successes countering attempts at anti-Semitic actions and also very importantly the activities of international BDS groups.

Rod Reuven Dovid Bryant and Jerry Gordon bring back Dr. Stephen Bryen to discuss the clash between the US and Iran over the downing in international waters of a US Navy MQ 4 Triton surveillance drone by Iranian air defense missiles. He questions the wisdom of disclosing the US retaliatory cyber-attack against Iranian air defense missile control systems. We review Trump’s tough sanctions against Iran’s Ayatollah Khamenei and Revolutionary Guard military officials. We switch the focus of the interview to discuss Bryen’s new e-book published on-line, Security for Holy Places: How to develop a Security Plan and get Financial Help. Bryen’s book was triggered by rising concerns in the US over attacks and threats to synagogues, churches, mosques, schools, NGOs and summer camps. These attacks, Bryen notes are often perpetrated by persons not known to local, state and federal law enforcement agencies. The leading examples are attacks against the Chabad Center in Poway, California, Etz Chayim Synagogue in Pittsburgh, Churches in South Carolina and Texas. Bryen suggests that the US needs to ramp up a 3 to five-year $1 billion program to protect religious institutions, NGO’s, summer camps and schools.
Bryen reveals that the US Navy MQ4 Triton drone was shot down by a US Navy SM 1 missile originally sold Iran during the Shah era. It was integrated with the Iranian copy of the Russian BUK missile launch control system called “Raad “or thunder in Farsi. The BUK is the same missile platform allegedly used to take down the MH-17 flight over Ukraine with a loss of 298 lives. While the Iranian SM 1 has a ceiling of 88,000, Bryen thinks that the unarmed MQ4 drone and the armed P-8 Anti-Submarine warfare aircraft (a modified Boeing 737) were flying at a lower altitude because of the Gulf atmospheric conditions. Both the US Navy MQ4 drone and P-8 have sophisticated surveillance technology and typically partner in such missions. The MQ4 drone and P-8 may very well have been flying in international air space, denying Iranian allegations that it was taken down in their air space.
While Trump cancelled US strikes against the Iranian missile sites, an alleged ‘leak’ revealed a long planned cyber attack that may have ‘crippled’ several IRGC missile control sites. Bryen thinks this unfortunately disclosed US capabilities. Further, he contends that the US military might have followed Israeli examples of a pinpoint missile strike against the Iranian air defense site that launched the missile that took down the MQ4 drone.
Bryen cited the newly announced stringent sanctions directed at Supreme Ruler Ayatollah Khamenei whose office controls upwards of $200 billion in assets, and several IRGC military and Navy officials, including Quds Force commander Soleimani, the missile force commander, the ground force commander and naval units involved in mining the Persian Gulf. The next target is Iran Foreign Minister Javid Zarif.
In the discussion of Bryen’s e-book Security for Holy Places, the vulnerability of summer camps was exemplified by the 2011 attack by Norwegian Brevik on an Island offshore. US summer camps are isolated in open rural areas and are very vulnerable. Bryen finds fault with the FBI active shooter paradigm “Run, Hide, Fight” as witnessed by what happened when the Pittsburgh shooter opened a closet and shot the innocent victims. He contends that religious institutions need armed guards to intercept possible perpetrators- the best ones are off duty police. He emphasizes perimeter and barrier security, bullet proof windows, CCTV cameras, alarms and evacuation drills. He considers the annual FEMA budget grants for non -profit security too small at $70 million. $1 billion spread over 3 to 5 years is required to meet these threats. Rod Reuven Dovid Bryant and Jerry Gordon bring back Dr. Stephen Bryen to address the alleged Iran Revolutionary Guards provocative attack on two foreign flag oil tankers in the strategic Gulf of Oman. Bryen is a former Capitol Hill foreign policy staffer, Reagan-era Pentagon official, noted military technologist and Asia Times columnist. Bryen emphasized the dangers of Iran’s Revolutionary Guards rogue activities perpetrating these incidents and ultimately the likely achievement of game changing nuclear capabilities. He also noted that emergence of US energy independence through private exploitation of domestic resources has created a strategic paradigm shift with the US economy less dependent on imports of crude oil from the Gulf region. Europe, Asia, China and Japan are more dependent on Gulf crude oil production and US protection of the vital sea lines of communications to those markets. Bryen suggests that Iran’s Revolutionary Guards perpetrated the May 12th and June 13th incidents to upstage Japanese Premier Abe’s mission to facilitate possible discussions between the Trump Administration and Tehran. The Revolutionary Guards, presumably the head of its Quds Force, Gen. Qassem Soleimani, conducted the intimidation campaign mining the tankers. That convinced Supreme Ruler Khamenei to send a no negotiations message to President Trump when he met with Premier Abe. Bryen noted the video captured by US Navy MH-60R Seahawk Forward Looking Infrared (FLIR) system and later color photos caught IRGC navy patrol craft removing limpet mines from the hulls of the disabled tankers. To his view, that confirmed their limited intimidation objective. Bryen underlined that these were foreign flag tankers and not US or Gulf allies’ vessels. Calls for brusque military retaliation in the wake of Iran’s alleged actions, by New York Times columnist Bret Stephens, US Senator Tom Cotton, among others, in Bryen’s views, were not justified. Bryen noted that the mining threat in the Persian Gulf sea lanes revealed the absence of a minesweeping capability by the US Navy that was abandoned after the Gulf Wars. Our government sold Italian designed fiberglass vessels to foreign governments. Instead the US Navy uses the CH-53 Super Sea Stallion helicopters with limited anti-mining capabilities. He noted that Iran has shot done US Reaper drones using the Russian provided radar-guided SA-6 system. Bryen considers that superior to the infrared guided SA-7 that failed to take down another US drone loitering near the disabled tankers. He noted that drones are difficult to shoot down as they have a small target signature. Bryen suggested that allegations about Iran’s proxy Houthi missile and drone attacks belie the reality that Iran is conducting these attacks against Saudi oil facilities or last weekend’s attack against Saudi airports. Iran’s military capabilities, other than projecting power through proxies’ terrorist capabilities, Bryen thinks has yet to be tested against the formidable US capabilities. Bryen noted that the only conventional war that Iran fought was with Iraq in the 1980’s, where it did not fair very well incurring significant casualties. He remains concerned over Iran’s threats to renew uranium enrichment breaching the 2015 nuclear agreement, while the Trump Sanctions have had severe economic impacts. Bryen suggests the US should create a sophisticated regime change strategy to block the Revolutionary Guards from expansionist objectives backed by possible nuclear weapons.

Rod Reuven Dovid Bryant and Jerry Gordon interview a Sudanese academic, Professor “H”. He reveals the dynamics behind the massive civil protests throughout the country against the leaders of the Transitional Military Council (TMC) who rejected a civilian – led government and brutally usurped power in Khartoum. The occasion of this interview was a massacre of sit-in protesters in Khartoum that killed over one hundred, injured hundreds more and saw dozens of victims who were forcibly drowned in the Nile River. He considers the toll vastly undercounted. The emerging ‘warlord’ and deputy leader of the TMC, Hemeti, was responsible for the creation and launch of the Rapid Support Force Janjaweed – “the devils on horses”, who perpetrated the Darfur genocides in 2003. The genocidal ethnic cleaning in Darfur killed over 600,000, displaced more than 5 million internally and sent several hundred thousand to UNHCR camps in adjacent countries. It continues to this day with evidence of killings, rapes of women and seizure of properties in Darfur, the Nuba Mountains and the Blue Nile region. Both Hemeti and TMC leader General al-Burhan are among the 52 Sudanese officials, including former President Bashir, indicted for genocide, crimes against humanity in Darfur in 2003 by the International Criminal Court in 2009 and 2010. The irony is that Hemeti is a Chadian. Hemeti wields enormous power, has billions of dollars in funding and backing from the UAE and Saudi Arabia because he supplied 10,000 Rapid Support Force/ Janjaweed paramilitaries to fight the Houthi rebels in Yemen. While the TMC has been condemned by the Organization of African Unity, Eritrea, Norway, the UK and US, the US may have leverage. That leverage is the US sale of weapons to the UAE and Saudi Arabia. An upcoming meeting in Germany involving the US, UK, Norway and the three Arab supporters of the TMC might reveal a new agenda item- creation of an international force to disarm the Rapid Support Force /Janjaweed of the TMC and rebuild the Sudan Army. The success of the Sudanese Professionals Society and Freedom and Change Alliance is reflected in the general strike, following the massacres, that shut down businesses and professional offices throughout the Sudan. The objective of the TMC is to retain power, exploit the natural resources of the country with funding from Arab partners, while committing genocide against the indigenous civilian population. Opposing the TMC’ are tens of millions of Sudanese who have adopted the outcry of “we are all Darfur, now”. That recognizes the threat of the TMC to them and their future. Professor H maintains an optimistic view, because the Sudanese are united seeking to end decades of pitiless autocratic rule. They face the guns and Toyota pickup trucks of the rampaging devils on horses- the Rapid Support Force/ Janjaweed. Millions of brave Sudanese seek peace armed with nothing more than massive civil disobedience. The civil society opponents of the TMC want liberty, freedom, the rule of law under a democratically elected civilian government. The Sudanese diaspora has thousands of well-trained experts to assist in building a modern functioning government and economy. That would be helped by the US lifting the state supporter of terrorism designation, monitoring free elections for a constitutional democracy, restructuring sovereign debt and forming an international tribunal to indict and prosecute the leaders of the TMC for crimes against the Sudanese people.

Rod Reuven Dovid Bryant and Jerry Gordon of Israel News Talk Radio – Beyond the Matrix bring back Jerusalem Post political analyst Gil Hoffman to discuss the failure of Israeli PM Netanyahu to form a ruling coalition following the April 9th snap election. Hoffman considers this a first for Israel’s complex electoral system as this has not happened before. The upcoming second election scheduled for September 17th may still hang on cheredi issues – the exemption from the national service draft and favored minority treatment that has been a long-term problem for most Israelis, whether religious Zionists or secular nationalists. This Hoffman contends is compounded by the power of small parties as demonstrated by Avigdor Lieberman’s Yisraeli Beiteinu’s five Knesset seats that opposed exclusion of cheredi from the draft military service. Thus, denying Netanyahu the critical 65 seats to form the ruling coalition after his Likud-led coalition that included religious Zionist parties. Hoffman said the cheredi problem has grown because of demographics. Cheredi constitute 10 percent of Israel’s population, but 25 percent of Israel’s next generation of children. This despite increasingly Cheredi men have volunteered for service in special units while the IDF has tolerated their religious practices and torah learning. These cheredi units, Hoffman contends, have demonstrated their proficiency, especially in counterterrorism operations. The issue of cheredi military service Hoffman says is being solved ‘slowly”. When asked about the firings of Naftali Bennett and Ayelet Shaked by Netanyahu from his cabinet, Hoffman said that leaves both free to determine how they will campaign and possible eventual return of Sheked to Likud, This despite the PM’s wife Sara’s objections who copped a plea deal for her lavish dinners’ indictment paying a fine of $15,000. The outstanding indictments against PM Netanyahu do not appear to be an issue with many Israelis, Hoffman said. Israeli elections turn more on the candidates’ leadership experience. That is exemplified by Israel’s security interests will still be handled effectively by the transitional government in operations against Iran and proxies’ threats in Syria, Lebanon and Gaza. On the diplomatic front, the looming Bahrain Arab conference on Trump’s “deal of the Century”, to allegedly resolve the Israeli – Palestinian peace impasse, will likely not be addressed because of the Israeli “do over” election and the US 2020 election. The exception, according to Hoffman, may be economic initiatives. Israeli security control over strategic areas in Judea and Samaria will remain a key issue. Hoffman was queried about his spring lecture tour of the US that took him across the country to cities like Orlando, Birmingham, Memphis, San Antonio and universities like Stanford in California. He saw a ray of hope in academic settings where there was bi-partisan Democrat and Republican student group sponsorship as the issue of Israel crossed the political divide. Based on his interview with Pastor John Hagee of Christians United for Israel (CUFI), he considers the Christian Zionist group as a formidable force in US politics. CUFI’s membership of six million exceeds that of the American Jewish population. Hoffman agreed with President Trump’s assessment that Israeli “elections were messed up”. He countered that American elections are increasingly polarized and divided. When asked for his prognostication for the second historic election on September 17, Hoffman said look for possibly fewer parties with Netanyahu’s Likud achieving another victory.

Rod Reuven Dovid Bryant and Jerry Gordon bring back Diliman Abdulkader, director of the Kurdistan Project of the Washington, DC – based Endowment for Middle East Truth to review the current status of the Syrian Kurdish Democratic Force and Council given developments in the northeastern region and hearings in Washington, DC. At issue is will the US honor its commitments to protect this ally in the wake of the hard-fought campaign against self- proclaimed ISIS caliphate in Syria and threats from Turkey to establish so-called safe zones in the Kurdish control area. Diliman cites the inconclusive US withdrawal plans that appears to maintain a presence of between 400 to 1,000 US forces in the al-Tanf area in southern Syria and the flashpoint of the Arab city of Manbij on the west bank of the Euphrates. There have been a series of bombings in Manbij, that Diliman says are unclear as to whether they were perpetrated by ISIS or jihadist allies of Turkey, like the so-called Free Syrian Army. Erdogan’s threats to invade the Kurdish -controlled northeastern region of Syria Diliman said are opposed by Kurdish, Arab and minority Christian communities. Diliman noted the recent report of the Syrian Study Group presented to the US Senate found the Trump withdrawal plan would undermine the US commitments in Syria drawing attention to the detention of thousands of ISIS foreign fighters and their families. He also brought up the several proposals for international tribunals to prosecute ISIS fighters for possible repatriation ad incarceration in home countries. Moreover, there is concern over the deepening Iranian encroachment in Syria that has engendered Israeli attacks. Diliman noted that the ISIS threats remain active in both Syria and Iraq where attacks have been made in the Kurdish regional area agricultural communities. He also noted the letter signed by 79 US Senators and 303 Congressional Representatives that questioned the wisdom of the Trump withdrawal plan threatening allies like Israel and the Kurds, further requesting pressure by the Administration on both Russia and Iran on the latter’s activities and those of its proxy Hezbollah. Diliman noted the recent appearance of US Envoy to Syria and Turkey James Jeffries before the US House Foreign Affairs committee, Jeffries appears to favor some form of compromise with Turkey with its interests in Kurdish controlled Syria. Diliman cited the record of Turkey’s oppression and record of human rights violations of the Kurdish enclave of Afrin building a wall around the city of Afrin and removal of several hundred Kurdish prisoners from the area. Diliman noted that one of the factors behind the call for formation of a European Army by France and Germany may have to do with finding a way to exclude Turkey, impossible under the current NATO charter. He is very concerned about the current standoff between the US and Iran impact on Iraqi Kurdistan as reflected in a National Interest article of his. He concluded that the betrayal of the September 2017 Independence referendum, the KRG might ‘lie low’ if a conflict erupted between the US and Iran. This follows a pattern of abandonment of Kurdish aspirations by the West. Diliman is very concerned about the Russian offer to sell Iraq an S-400 system, that would threaten both US and Israel security interests in Syria and Iraq. That is compounded by Iranian supply of long-range rockets and missiles to the Hashd al Shaabi Shi’ite Popular Mobilization Units.
